Heather is a seasoned legal and business leader, with over 25 years of experience in complex legal, regulatory and commercial matters. Heather joined Metrolinx (GO Transit) in 2005, and since then has held progressively senior roles in the organization.

As Chief Legal & Commercial Officer at Metrolinx, she leads the Legal and Corporate Commercial Services team, which encompasses Legal Services, the Privacy Office, the Corporate Secretary’s Office, and Enterprise Commercial Management, as well as the newly formed Regulatory Affairs function. Heather and her team of legal and commercial professionals support all aspects of Metrolinx’s business, including rail, bus and RT operations, the operation of the Presto payment system, and the delivery of Metrolinx’s complex, multi-billion dollar transit expansion program.

Outside of Metrolinx, Heather has demonstrated a longstanding commitment to legal education, mentorship and community service. In 2020, she received a University of Toronto Arbor Award, in recognition of her contributions to the University of Toronto Faculty of Law, including her service on the Law Alumni Association Council and volunteer efforts supporting student financial aid and enhancing the student experience.

Heather holds a B.A. and an M.A. in Social Anthropology from the University of Toronto, and an LL.B. from the University of Toronto Faculty of Law. Prior to joining Metrolinx, Heather was a partner at Davies Ward Phillips & Vineberg, where she practiced corporate/commercial and information technology law.
